No. Ownership is established by the register the company and its registrar maintain, not by the certificate. The certificate is evidence of the holding — it is not the holding.
A duplicate can be issued once the registrar is satisfied about identity and entitlement. What that takes varies by registrar and by the value involved, which is why a checklist found online often turns out not to match your case.
